Stacey Kokaram, MPH | Director
Stacey Kokaram is the Director, and in this role she sets the strategic direction of OPHP, which includes the Stephen M. Lawlor Medical Intelligence Center (MIC), the DelValle Institute for Emergency Preparedness, and the Boston Medical Reserve Corps. She has spent the entirety of her professional career advancing public health and healthcare system preparedness in the City of Boston. She has extensive experience supporting preparedness, response, and recovery activities for incidents such as 2009-2010 H1N1 Pandemic, the 2013 Boston Marathon bombings, the 2014 Ebola outbreak, and the 2015 Boston blizzards.
Ms. Kokaram has led the development of policies and procedures that have strengthened public health and healthcare system coordination in Boston through the Boston Healthcare Preparedness Coalition (HPC). She served as the Boston HPC co-chair and chair from July 2013 through December 2015. In addition, Ms. Kokaram has had the opportunity to share experiences from Boston at several national conferences on topics such as family reunification and the public health response to the Boston Marathon bombings.
Ms. Kokaram has a Master of Public Health with a concentration in epidemiology from Boston University and a Bachelor of Science in Biology and Community Health from Tufts University.
Mea E. Allen, M.Ed. | Associate Director, Education and Training
Mea Allen is the Associate Director of Education and Training. This role focuses on the Delvalle Institute for Emergency Preparedness, where she has been working as an educator since 2008. She developed and promoted a long-term strategic vision for the DelValle Institute Learning Center, and currently manages the development and implementation of quality classroom, online, and blended trainings as well as other innovative uses of educational technologies to support emergency preparedness and response.
Her time with OPHP has included providing innovative educational programs to build the resilience of the Boston community during H1N1, designing workshops and other training for Ebola, and supporting the Boston Public Health Commission’s Stephen M. Lawlor Medical Intelligence Center operations during numerous emergencies, such as the 2013 Boston Marathon bombings and the blizzards of 2013 and 2015.
Ms. Allen received her M.Ed. in Instructional Design from the University of Massachusetts Boston, with her capstone research focusing on performance support for public health response operations. She also has a BSEE in Computer Engineering and Computer Science from Tufts University and a master's degree in Intercultural Communications from the School for International Training. Former positions include six years working as a software engineer and interface designer, and four years as a non-profit program manager managing technology education programs in Cameroon and conducting interactive training programs in the US and El Salvador.
Adanarys Barragán Solorio | Program Manager, Community Resilience
Adanarys Barragán Solorio was born and raised in Boston, and has been involved in many community efforts relating to education, transportation, immigration, and youth employment. She served as the Executive Director of Beantown Society prior to joining the Office of Public Health Preparedness. Adanarys is passionate about bridging emergency preparedness with community organizing to have stronger, more resilient communities.
Janine Barros, MS | Program Manager, Healthcare System Preparedness
Janine Barros is the Program Manager for Boston Healthcare Preparedness Coalition (Boston HPC). She is responsible for overseeing program and project management of the Boston HPC on behalf of Boston Public Health Commission and leading the development and completion of initiates set forth by Boston HPC executive Committee and various project specific working groups. She manages outreach, partnership engagement, and member relationship building with the healthcare disciplines across Boston HPC, and with community and statewide partners.
Janine has a Master of Science in Nonprofit Management with a concentration in Project Management from Northeastern University and a Bachelor of Science in Management from Bridgewater State University. She joined BPHC in 2014 as a Youth Development Specialist for the Child Adolescence Health Bureau. In this role she served students attending Boston Public Schools, their family, and other social agents identifying and addressing barriers averting school attendance to ultimately reduce and eliminate chronic absenteeism. Janine is also a Racial Justice Health Equity Facilitator for the BPHC Professional Development Series Facilitator. She is passionate about connecting people to resources.
Courtney Mark Grey | Director, Disaster Behavioral Health
Courtney Grey is the Director of Disaster Behavioral Health (DBH) in the Office of Public Health Preparedness, and is responsible for designing trainings, workshops, seminars, tabletops and live exercises that instill the field-tested skills necessary to address the biological, psychological, and social impacts of large-scale, potentially traumatic events. This includes workforce protection and self-care measures for deployed resources.
Mr. Grey has coordinated countless local and national DBH deployments for singleton incidents of homicide, suicide, fires, etc., as well as natural and man-made disasters such as Hurricane Katrina and the 2013 Boston Marathon bombing. His training content includes best practices and lessons learned from deployments in school, community, and institutional settings. He has been with BPHC for over 10 years.
Mr. Grey is a Trainer of Trainers for Psychological First Aid (PFA), developed by the National Child Traumatic Stress Network (NCTSN) under the Substance Abuse and Mental Health Service Administration (SAMHSA).
Berta Grossman | Program Manager, Emergency Staffing
Berta Grossman is the Program Manager for Emergency Staffing in the Office of Public Health Preparedness. Her role is to enhance the capacity and effectiveness of the OPHP emergency staffing program by developing and providing ongoing education and training in public health emergency response/deployment for staff, recruiting volunteers in the Boston Medical Reserve Corps from partner organizations representing specific neighborhoods and specific priority populations, and seeking out partnerships with organizations that have trained volunteers supporting priority populations.
Berta graduated from Massachusetts Maritime Academy with a bachelor’s degree in Emergency Management in 2022. As a student, she supported the Boston Public Health Commission’s COVID-19 response as the Emergency Response & Recovery Intern. She is a recipient of the United States Congress’ Bronze Congressional Award in the Voluntary Public Service program area for her 2013-2014 AmeriCorps NCCC-FEMA Corps volunteer service. She has since engaged in many opportunities to enhance community resilience through public service as both a volunteer and community leader. She is excited and proud to be a member of our team of skilled and compassionate professionals in service to the City of Boston.
Brooke Machado | Learning Designer
Brooke Machado is the Learning Designer in the Office of Public Health Preparedness (OPHP). In this role, she supports learning delivered via OPHP's DelValle Institute for Emergency Preparedness. She focuses on developing programs and materials that enhance public health, healthcare, and community preparedness in the City of Boston and across the Commonwealth of Massachusetts.
Brooke received a Master of Arts in Applied Linguistics from the University of Massachusetts Boston. Before joining OPHP, she worked as a teacher, curriculum writer, and trainer in Boston and around Massachusetts. Brooke is happy that her work at OPHP aligns with her passion to enhance the lives and well-being of people in their communities.
Matthew Miller | Administrative Analyst
Matthew Miller is the Administrative Analyst. Matthew is responsible for providing administrative support to the office of Public Health Preparedness and our DelValle Institute for Emergency Preparedness.
Matthew attended Boston University, graduating from the College of General Studies in 2019 and Sargent College of Health and Rehabilitation Sciences in 2021, receiving a B.S in Health Sciences. Before joining OPHP, he was part of a team researching Merkel Cell Carcinoma at the MGHCCPO.
Katherine Tejada | Media and Technology Manager
Katherine Tejada is the Media and Technology Manager in the Office of Public Health Preparedness. Katherine is responsible for producing and maintaining online educational content, managing, maintaining, and publishing content on our Learning Center, and assists with website management, and monitoring media analytics and insights. In addition to her digital media responsibilities, Katherine supports emergency response and recovery efforts by serving as Duty Officer at the Stephen M. Lawlor Medical Intelligence Center (MIC) during emergencies affecting public health and healthcare.
Prior to this role, Katherine was an accomplished professional with a strong track record of success in membership retention, online presence enhancement, media collaboration, campaign supervision, outreach tactics, and training program design.
In addition to her technical skills, Katherine is fluent in both English and Spanish, and holds a Bachelor of Arts degree in Liberal Arts, with a focus on Psychology and Gender Studies, from the University of Massachusetts Lowell.
